The seminar was held at Villa Milla Garden Resort and Conference Center at Daet, Camarines Norte for 2 days (November 11-12, 2008) . The Part I was the Seminar on Anti-Illegal Recruitment (AIR) Campaign with the topics: Understanding the Overseas Employment (OE) Program, Role of PESOs/Academe/Law Enforcers in the OE Program, Applicable Laws on Illegal Recruitment (Republic Act No. 8042), Trafficking in Persons (Republic Act No. 9208 and Modus Operandi of Illegal Recruiters, 10 Kautusan para Makaiwas sa Illegal Recruitment and "Sino Ang isang Illegal Recruiter?".

The signing of Memorandum of Understanding on IR-Free LGUs campaing was made and executed by and between Governor Jesus Typoco, different Mayors and their PESO Managers and Atty. Alejandre T. Diaz, Director II, Anti-Illegal Recruitment Branch of POEA. The aim of this project is for the POEA and LGUs to work together to eliminate and finally stop illegal recruitment activities in the province of Camarines Norte. With the six (6) provinces in Bicol Region, Camarines Norte is the first province that was given the opportunity to avail this program of the POEA.

On the second day, the Part II - Capability Enhancement Training on Overseas Employment Program was conducted to all PESO Managers and staff with the topics: The Pre-Employment Orientation Seminar (PEOS) - A Preventive Approach, Motivations, Challenges and Risks of Working Abroad, Legal Modes of Recruitment, Overseas Job Opportunities/Labor Market Trends, Standard Employment Contract for OE, Code of Discipline, and Effective Implementation of the Pre-Employment Orientation Seminar (PEOS).

The 8th National PESO Congress was held at Butuan City last October 1-3, 2008 where PESO Labo received a CITATION for being the Top Regional Performer in Region V-Bicol, thus earning the nomination for the 2008 National Best PESO Award (1st to 3rd class municipal category).

PESO Labo offers free tutorial on using yahoo messenger and yahoo mail as a chepear means of communication of OFW with their families.

PESO Labo joined the the project "Government Express Goes to Mall" conducted last September 15-17, 2008 at Central Plaza Mall. This project was conducted in connection with the 108th Anniversary of Philippine Civil Service, initiated by Council of Personnel Officers of Camarines Norte in coordination with the CSC Provincial Office.
